KYLE MOORE SHERIFF

Sheriff Kyle Moore

Hello, my name is Kyle Matthew Moore and I would like to say how thankful I am to call the Alleghany Highlands home.  I have lived here for 26 years with my family and we love this community.  I have been a member of the Virginia State Police as a Trooper and a Sergeant during that time.  I also served in the U.S. Army and retired in 2017 as a Master Sergeant.

Lieutenant Colonel Tommy Deem

Chief Deputy

Deem began his law enforcement career with the Virginia Department of Corrections in 1996. While employed with D.O.C he worked nearly every assignment within the institution as an officer, field training officer, and a member of the strike force team. In 2006 Deem joined the ranks of the Covington Division of Police as a patrolman and attended the 47th entry level law enforcement class at Cardinal Criminal Justice Academy. During his time with Covington Deem achieved the rank of corporal, became a Field Training Officer, General Instructor, Defensive Tactics Instructor and many other specialty courses such as Reid Interview and Interrogation, Stalking Investigations, Police Cyclist, and much more. Deem also received the MADD award while employed at Covington. In 2011 Deem joined the ranks of the Alleghany County Sheriff’s Office as a patrol deputy. During his time with the Sheriff’s Office Deem received more specialized training such as Fire Arms Instructor, Glock Armorer, UPR instructor, Driving Instructor, Basic Swat School, armored vehicle rescue along with numerous other specialty school’s. Deem also received the MADD award at the Sheriff’s Office. In 2012 Deem attended basic k9 Detection Handler School for 13 weeks at the Virginia State Police Academy. Deem was a handler from 2012 - 2023 and had two different detection dogs Stitch and Lucky during that time. During his career at the Alleghany County Sheriff’s Office Deem has held the rank of Corporal, Sergeant, Lieutenant, and Captain. Deem is currently serving the department as the Patrol and Emergency Response Team Commander.

Captain Chris Fisher

I began my law enforcement in 2002, while completing a college internship with The Town of Iron Gate Police Department through Dabney S. Lancaster Community College (now Mountain Gateway.)

I was hired in the summer 2004 as a patrol officer for the Town of Clifton Forge Police Department, where I served until the fall of 2006.  I was then hired at The Alleghany County Sheriff’s Office.  I have served various capacities while being employed at the sheriff’s office.

Outside of my job in law enforcement, I am involved with lots of community projects, and also serve as a lay speaker at area churches.

Lieutenant Clinton Phillips

Hello! My name is Clinton Phillips, though many know me simply as “Tator”—a nickname that has stuck with me throughout both my career and personal life (whether I wanted it to or not).

I was born and raised in the Alleghany Highlands and graduated from Covington High School. Early on, I knew I wanted a career in law enforcement, inspired by the incredible example set by Chief J.B. Broughman.

After high school, I began studying Criminal Justice at Mountain Gateway Community College (formerly Dabney S. Lancaster CC). However, I quickly realized that the U.S. Army could provide both hands-on law enforcement experience as a Military Police Officer and a way to fund my education. Serving as an MP for several years, I had the opportunity to travel to some truly "exotic" locations—including the jungles of Panama (yes, the Panama Canal is as impressive as they say) and the Guatemalan jungle, where I got to explore some incredible Mayan ruins.

My civilian law enforcement career began at the Roanoke City Sheriff’s Office, where I served for nearly a decade before transitioning to the Western Virginia Regional Jail. There, I was part of the team that helped build and develop a facility supporting multiple jurisdictions. During this time, I also completed my bachelor’s degree in Criminal Justice at Bluefield University.

By the end of 2009, my family and I made the decision to return to the Highlands for its safety, security, and strong educational opportunities. Soon after, I joined the Alleghany County Sheriff’s Office, working under Major Kevin Nicely in the Jail Division.

Throughout my time with the Sheriff’s Office, I’ve worn many hats—sometimes all at once. My roles have ranged from Jailer, Animal Control Officer, and Court Security to Patrol Deputy and School Resource Officer. Currently, I serve as the Administrative Commander while also maintaining roles in the Honor Guard and Emergency Response Team.

Beyond law enforcement, I am a licensed pastor and serve as the Youth Pastor at Good News Church on Main. I also fill in at various churches across the Highlands whenever needed—because if there’s one thing I’ve learned, it’s that both law enforcement and ministry require showing up whenever and wherever you're called.

I am a proud veteran of the United States Air Force, earning the rank of Sergeant. I have a degree in Business Administration and have been working at the Alleghany County Sheriff's Office as an Administrative Assistant since 2013. I currently reside with my family in the Alleghany Highlands.

Gloria Rowsey

Hello, my name is Gloria Rowsey. I have lived in Alleghany County/Covington my entire life and love our area. I have worked with the Sheriff's Office since October 2006 under two different titles. I started as a control room operator and now I serve as the jail Clerk.

Jill Peters

Computer Technician / LIDS Technician

Hello!  My name is Jill Peters and have been employed with the Alleghany County Sheriff's Office and Regional Jail since November 2000.  I am responsible for entering inmate information into the LIDS (Local Inmate Data System) as well as approval and submissions of Incident Based Report data.  I also handle Community Policing submissions, FOIA requests, monthly reporting and accounting for the annual Youth Day Rodeo. I am a lifelong resident of the Alleghany Highlands and am married to my amazing husband Donnie and have a wonderful teenage daughter named Emily.

Sylvia Via

Records Clerk

Sylvia Via Ayers has been with Sheriff's Office since 2005 serving 14 years as an E911 dispatcher and the last 5 years as the records clerk.

Sylvia was married to the late Donnie Via and has a daughter and son-in-law, Summer and Timmy Byer. Sylvia resides in Alleghany county with her husband, the Reverend Gene Ayers.
