Ray W. Keen, Jr. was born in Alleghany County to Ray Keen, Sr. and Kathy Simpson Keen.
Ray graduated from Alleghany High School in 2003. In 2005, he joined the Alleghany County Sheriff’s Department as a Deputy Sheriff. He graduated from the Criminal Justice Program at Dabney S. Lancaster Community College in 2006 with an Associate Degree.
He became a member of the Dunlap Volunteer Fire Department and Rescue Squad in 2001, where he has served as President, Secretary, and Lieutenant, and is now serving as Treasurer. He is a lifelong member of the Dunlap Christian Church, where he serves as Junior Deacon. Additionally, he is a member of the Covington Lodge #610, Loyal Order of Moose, Clifton Forge Elks Lodge #1065, Covington Masonic Lodge #171, the KAZIM Shriners of Roanoke, and the Clifton Forge Shrine Club (past President). He has also been involved with the Douthat State Park Environmental Education Group, where he has served as President.
Ray is an avid hunter and outdoorsman.

I graduated High School in Montrose, Pennsylvania in June of 1985. September of that same year I enlisted into the United States Navy. In 1992 I was honorably discharged back into civilian life. Once discharged, I worked towards a career in Law Enforcement. I was able to be offered a position of employment with the Richmond City Sheriff’s Office in June of 1995. I spent 6 years with them. In July of 2001, I was honored to become a Deputy Sheriff for the Alleghany County Sheriff’s Office. I rose through the ranks to where I am now, which is the captain (Chief Jailor) in the Corrections Division.
I began my career with the Clifton Forge City Sheriff’s Office in June of 1988 as a Deputy Sheriff assigned to the jail, court services, and civil process. While there I obtained the rank of Sergeant, Lieutenant-Chief Deputy and Sheriff. After the passing of Sheriff Russell B. Smith, III I was appointed interim Sheriff by a three-judge panel of Circuit Court Judges. I later ran for election and was elected Sheriff. In March of 2001 the City decided to revert to a town, giving up their city status. Due to the reversion the Clifton Forge City Sheriff’s Office was abolished effective July 01, 2001.
I joined the Alleghany County Sheriff’s Office July 01, 2001 as a Deputy Sheriff assigned to corrections. In my first year with ACSO I was voted by my fellow employees as Jail Deputy of the year. I obtained the rank of Corporal, Sergeant, and the current position I hold as Lieutenant – Assistant Chief Jailor.
In addition to my assigned duties, I am also the coordinator for Project Lifesaver for all of Alleghany County. I am also a field Training Officer for jail staff.
Outside the department I was the Scoutmaster of Troop 2 Boy Scouts in Clifton Forge for many years, earning national awards as well as adult Scouter of the year for the Stonewall Jackson Area Council.
I am a member of the Clifton Forge Fire Department with 41 years of service. I held the office of Assistant Chief for many years with extensive training in structural firefighting.
I am also a Master Mason with Clifton Forge Lodge # 166.
I am a proud lifelong Alleghany County resident, and I have been blessed to raise my family in this beautiful area. I started my career in 1999 as a E-911 dispatcher for Clifton Forge Police Department. In 2002 I transferred to Alleghany County Sheriff's Department and served as an E-911 Dispatcher and Dispatch Supervisor. In 2007 I changed my career path and was hired as a Jail Deputy for Alleghany County Regional Jail. In 2009 I was promoted to Corporal and 2015 Promoted to Jail Sergeant. In 2025 I was promoted to Captain Chief Jailer.
Lieutenant Douglas W. Altizer Jr. is a lifelong resident of Alleghany County, Virginia, with a distinguished career in public safety spanning over two decades. He began his service shortly after graduating from Alleghany High School in 1999.
In December of that year, Lt. Altizer joined the Clifton Forge Police Department as a Communications Officer. The following year, he accepted a position with the Alleghany County Sheriff’s Office, where he served as an E-911 Dispatcher. His leadership and dedication were soon recognized, and he was promoted to Dispatch Supervisor.
In 2004, Lt. Altizer transitioned to the Corrections Division as a Deputy Sheriff. His commitment to excellence earned him a promotion to Corporal in 2014, followed by advancement to Shift Sergeant in 2023. In 2025, he was appointed to his current position as Lieutenant and Assistant Chief Jailer at the Alleghany Regional Jail.
Outside of his professional responsibilities, Lt. Altizer is actively involved in his community. He enjoys spending quality time with his family and friends and volunteers with the Dunlap Fire Department & Rescue Squad.
